Program Overview

Ontario Human Capital Priorities is one of the Human Capital streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. Human Capital Priorities uses a merit-based system to nominate highly qualified skilled workers from the federal Express Entry pool who will be able to be lasting members of Ontario’s workforce. Since being introduced in 2015, the Human Capital Priorities Stream has been an undeniable success. Most notably, in July 2019, Ontario announced that it was introducing tech-specific draws to the Human Capital Priorities stream. These draws target tech workers with experience in a number of different occupations to join Ontario’s tech sector. Suitable candidates are applicants that have skilled work experience in in-demand jobs and who meet the language and educational requirements to join Canada’s most populated province.

 

Program Highlights

Advantages:

  • All candidates in the Express Entry pool are automatically considered for the program when they submit their Express Entry profile
  • After accepting the provincial nomination, the applicant’s CRS score will increase by 600 points, virtually guaranteeing they will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw
  • Draws are targeted towards experienced tech workers to join Ontario’s thriving tech sector

Disadvantages:

  • The program is by invitation only and foreign nationals cannot apply to the program directly
  • Draws happen sporadically throughout the year with only a limited number of invitations given each round
  • Must meet Express Entry criteria in order to be considered

Work Experience Candidates must have a minimum of either one year of work experience within the past five years according to the criteria under the FSWC OR one year of work experience within the past three years according to the criteria under the CEC
Language Proficiency CLB 7, English or French
Comprehensive Ranking System (CRS) Score 400 points or higher
Education Equivalent to Canadian bachelor’s, master’s or PhD degree
Monetary Funds All candidates must meet the settlement funds requirement as determined by IRCC, no investment required.
